Adjustments of Certain Rates of Pay
This executive order (Executive Order 14132, signed December 23, 2024) directs adjustments to the pay rates for the federal workforce across a range of statutory pay systems. It establishes updated basic pay scales for multiple schedules that cover most federal employees, including General Schedule, Foreign Service, Veterans Health Administration salaries, the Senior Executive Service, the Executive Schedule, Vice President and Congress salaries, federal judges, and uniformed services pay, plus locality-based pay adjustments. The new rates are set forth on attached schedules (Schedules 1–10). Schedule 8 (Uniformed Services) becomes effective on January 1, 2025; all other schedules take effect on the first applicable pay period beginning after January 1, 2025. The order supersedes Executive Order 14113 (December 21, 2023) to the extent of the new effective dates. The Director of the Office of Personnel Management (OPM) is tasked with implementing these payments and publishing notice in the Federal Register. In short, the order updates federal pay across most major pay systems to reflect current levels and locality adjustments, with an emphasis on implementing these changes promptly through established pay-period timelines and public notice.
