Countering Domestic Terrorism and Organized Political Violence

This executive memorandum, National Security Presidential Memorandum-7 (dated September 25, 2025), directs a whole-of-government approach to counter domestic terrorism and organized political violence. It creates and authorizes a national strategy led by the National Joint Terrorism Task Force (JTTF) to investigate, prosecute, and disrupt networks and individuals involved in acts of political violence and intimidation aimed at suppressing lawful political activity or obstructing the rule of law.
