Medicaid Program Improvement Act
Medicaid Program Improvement Act would require states to modernize and regularly verify the addresses of people enrolled in Medicaid (and in CHIP, by referencing the same provision). Starting January 1, 2026, states must obtain enrollees’ address information from reliable data sources described in federal regulations and act on changes to addresses. The bill also adds a requirement that managed care organizations (which administer much of Medicaid care in many states) transmit to the state any address information they receive or verify for enrollees. The aim is to improve the accuracy and timeliness of correspondence and enrollment information, reducing undeliverable mail and potential eligibility or enrollment issues. The bill references regulation-based “reliable data sources” for address verification (as described in 42 CFR 435.919(f)(1)(iii)) and would place these address responsibilities across the full Medicaid program and CHIP where applicable. It does not specify funding for these new duties, and it adjusts related CHIP cross-references to ensure consistency with the new requirement. Overall, the bill tightens address data accuracy through regular data-source verification and data-sharing from managed care entities.
Key Points
- 1Establishes a new requirement in 1902(a)(88) that, beginning January 1, 2026, states must regularly obtain and update enrollees’ address information from reliable data sources and act on address changes.
- 2Applies to all 50 states and the District of Columbia.
- 3Aligns CHIP by linking its eligibility provisions to the new 1902(a)(88) requirement (via cross-references in 2107(e)(1)).
- 4Adds a new requirement in 1932 to ensure that contracts with managed care organizations transmit to the state any address information provided to or verified by the MCO for enrollees (starting January 1, 2026).
- 5Uses the regulatory definition of “reliable data sources” from 42 CFR 435.919(f)(1)(iii) (or successor regulation) to determine acceptable sources and processes for address verification.
