Post-Disaster Assistance Online Accountability Act
The Post-Disaster Assistance Online Accountability Act would require a new online subpage within the federal transparency website (built under the Federal Funding Accountability and Transparency Act) to publicly publish quarterly reporting data about disaster assistance. Covered federal agencies (including those administering Stafford Act programs, the Small Business Administration, and the Department of Housing and Urban Development) would provide detailed, project-level information about disaster aid they distributed in that quarter. The data must be machine-readable and include totals, amounts spent or obligated to specific projects, and a detailed project list with fields such as project name, description, status, award numbers, FEMA catalog numbers, location (ZIP codes), and any associated reporting requirements. The Executive Branch would issue guidance to implement these requirements, and the Office of Management and Budget could contract with a private entity to develop the subpage if needed. The aim is to increase transparency and accountability in how disaster relief funds are spent.
