Protection Against Foreign Adversarial Artificial Intelligence Act of 2025

The Protection Against Foreign Adversarial Artificial Intelligence Act of 2025 aims tolimit the use of a specific AI tool by the federal government and its contractors while also advancing a national security review of AI platforms tied to countries of concern. The bill prohibits federal contractors with active federal contracts from using the DeepSeek AI application (or its successors) or related services from High Flyer or its affiliates, with a narrowly defined chance to obtain a case-by-case waiver from the Secretary of Commerce (in coordination with the Secretary of Defense) for national security objectives or research purposes. Separately, the bill requires a comprehensive, within-one-year, unclassified (but possibly with a classified annex) report assessing threats to U.S. national security posed by AI platforms based in or affiliated with countries of concern. The report would analyze censorship, propaganda, export-control circumvention (notably around GPUs), and privacy and data-security risks to U.S. data, and would include policy and legislative recommendations.
