A joint resolution providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Federal Communications Commission relating to "Addressing the Homework Gap Through the E-Rate Program".
S. J. Res. 7 is a joint resolution using the Congressional Review Act (chapter 8, title 5 U.S.C.) to disapprove a Federal Communications Commission (FCC) rule titled “Addressing the Homework Gap Through the E-Rate Program,” published at 89 Federal Register 67303 on August 20, 2024. If enacted, the resolution would nullify that FCC rule, and the rule would have no force or effect. In other words, Congress would block the regulation from taking effect and would keep the agency from implementing the changes proposed in that rule. The measure has passed the Senate (May 8, 2025) but requires action by the House and usually signature by the President to become law. The underlying policy issue centers on how E-Rate funds—federal support to help schools and libraries obtain affordable internet access and telecommunications—can be used to address the so-called “homework gap” (the difficulty students face in completing out-of-school assignments due to limited home connectivity). By disapproving this rule, Congress would prevent the FCC’s proposed approach to directing or constraining E-Rate support in this area from taking effect.
