HEADs UP Act of 2025

The Healthcare Extension and Accessibility for Developmentally disabled and Underserved Population Act of 2025 (HEADs UP Act, H.R. 3409) would amend the Public Health Service Act to expand health care access for individuals with developmental disabilities. It adds this population to the list of special medically underserved groups eligible for health-center funding and designations, and it creates a new grant program to support health centers in establishing or expanding delivery sites that provide comprehensive primary care (including dental care) tailored to people with developmental disabilities. The bill also broadens official shortage-area designations (HPSAs) to include individuals with developmental disabilities and authorizes dedicated funding ($15 million annually from 2026–2030) to carry out these provisions. Definitions tie the term “developmental disability” to the existing Developmental Disabilities Assistance and Bill of Rights Act of 2000.
