BELO’S Act
BELO’S Act (Benefits that Endure for Lifetimes Of Service Act) would expand eligibility for the lifetime National Parks and Federal Recreational Lands Passes under the Federal Lands Recreation Enhancement Act (FLREA). Specifically, it adds survivors of servicemembers who lost their lives in service to the list of people who qualify for lifetime passes. The eligible survivors are those who receive either a death gratuity (a one-time or ongoing benefit paid to survivors under 10 U.S.C. § 1475) or dependency and indemnity compensation (DIC) under 38 U.S.C. Chapter 13. In short, the bill makes lifetime access to national parks and other federal recreation lands available at no cost to eligible family members of fallen servicemembers. The bill was introduced in the 119th Congress and, as reflected in the provided text, passed the House in May 2025 and was referred to the Senate (Committee on Energy and Natural Resources). It modifies the statutory language to ensure lifetime passes are extended to these survivors, aligning memorial support with ongoing access to public lands.
