Preventing PLA Acquisition of United States Technology Act of 2025

The Preventing PLA Acquisition of United States Technology Act of 2025 aims to block the Chinese military-civil fusion (MCF) strategy by restricting research collaborations and funding with Chinese entities deemed to be of concern. It creates a framework to identify Chinese universities and companies involved in military use of technology, bans certain scientific exchanges and partnerships with these entities for U.S. entities that receive Federal financial assistance, and requires ongoing reporting and enforcement by the Department of Defense. The goal is to prevent U.S. research and funding from contributing to China’s dual-use technology development while providing a mechanism to restrict or oversee such interactions. Key elements include a broad definition of Chinese entities of concern, a list of prohibited research areas (initially in fields like quantum computing, AI, semiconductors, biotech, and more), annual reporting requirements for U.S. entities receiving federal funds, an enforceable prohibition on federal support for violators, and a DoD-led process to maintain a publicly accessible website listing prohibited areas and concerned entities. The act also provides a narrowly tailored exception for collaborative work that does not meaningfully advance military-civil fusion goals.
