Federal Cyber Workforce Training Act of 2025
The Federal Cyber Workforce Training Act of 2025 would require the National Cyber Director to deliver a plan (within 180 days of enactment) to establish a Federal Institute dedicated to centralizing and coordinating training for the federal cyber workforce. The Institute would train personnel hired for cyber work roles (including new hires and those moving to mid-career positions) and also train federal human-resources staff involved with cyber personnel. The plan must specify how the Institute will provide modular, hands-on, role-specific training aligned with the NICE framework, develop a cyber curriculum with key federal partners, offer in-person and virtual options, and include a badging system to communicate qualifications. It also calls for governance, facilities, funding estimates, security considerations (including potential security clearances), work-based learning, and options to partner with up to five NSA-designated National Centers of Academic Excellence in cybersecurity institutions. Notably, the bill does not authorize new funding; rather, it requires a plan and a briefing to Congress on funding and authorities needed to implement it.
