Confronting CCP Human Rights Abusers Act
The Confronting CCP Human Rights Abusers Act would compel the U.S. Department of Commerce’s Bureau of Industry and Security (BIS) to add the Ministry of Public Security’s Institute of Forensic Science of China (IFSC) to the U.S. Entity List within 60 days of enactment. The Institute would be listed under its known aliases, including the Forensic Identification Center and the Material Identification Center of the Ministry of Public Security. Being on the Entity List means U.S. persons generally may not export, reexport, or transfer controlled items to that entity without a license. The bill also creates a possible presidential waiver: within 60 days of enactment, the President could certify to Congress that the Institute is not engaged in actions contrary to U.S. foreign policy or in human rights abuses related to Xinjiang (Uyghurs, Kazakhs, and other Muslim minorities) abuses, which would excuse inclusion on the list. The bill is titled the “Confronting CCP Human Rights Abusers Act” and sets the framework within existing Export Administration Regulations.
