Legislative Accountability Act
Legislative Accountability Act would require the chairs of each committee in the House and Senate to report the names of Members who submitted amendments that were adopted, within three legislative days after the bill or resolution is reported (or after passage for amendments adopted when a bill passes a house). For bills or resolutions with provisions from certain key committees (Appropriations, Ways and Means, Finance), the chair must also report the name of every Member responsible for including a provision in the bill or resolution, within three legislative days after reporting. The Clerks and the Government Publishing Office would then must include these names as footnotes in any version of the bill (reported, engrossed, enrolled, or enacted) indicating who submitted or was responsible for the relevant amendment or provision. The measure is framed as an exercise of the congressional rulemaking powers and acknowledges that either House can amend these rules.
