Retired Law Enforcement Officers Continuing Service Act
The Retired Law Enforcement Officers Continuing Service Act would add a new grant program under the Omnibus Crime Control and Safe Streets Act of 1968 to help law enforcement agencies hire retired officers to perform civilian, non-arresting tasks. The program is designed to train civilian personnel and to let retired officers carry out specified civilian-law-enforcement duties, such as investigations support, crime analysis, and IT/computer expertise, while explicitly prohibiting the use of force or arrest powers. Grants would be awarded to eligible State, local, Tribal, or territorial law enforcement agencies, with accountability measures including background checks on retirees, annual audits by the Justice Department Inspector General, and prohibitions on grant receipt for entities with unresolved audit findings. The bill also requires oversight to prevent duplicative grants and calls for annual certification to Congress.
