Veterans Opportunity Act of 2025
The Veterans Opportunity Act of 2025 would create a new Veterans Economic Opportunity and Transition Administration within the Department of Veterans Affairs (VA). This Administration would be the main entity responsible for economic-opportunity-related programs for veterans and their dependents and survivors, including vocational rehabilitation and employment, education benefits, and housing-loan programs, as well as the Department’s responsibilities for the Transition Assistance Program. A new Under Secretary for Veterans Economic Opportunity and Transition would lead the Administration, appointed by the President with Senate confirmation, and supported by a Commission to help select appointees. The bill also requires a formal transition plan to move services to the new Administration, with certification that the transfer would not harm veterans’ access to services. It would take effect October 1, 2025, and introduces detailed annual reporting requirements on program performance. In short, the bill aims to reorganize and centralize VA’s economic-opportunity programs under a new leadership structure, with accountability measures and a staged transition from existing departments’ functions, while preserving labor rights for transferred employees and maintaining budgetary stability.
