Modernizing Retrospective Regulatory Review

The Modernizing Retrospective Regulatory Review Act aims to overhaul how federal agencies conduct retrospective reviews of existing regulations. The bill requires the executive branch to push regulations into machine-readable formats, provides guidance on using technology (including AI) to identify and remedy obsolete or burdensome rules, and mandates each agency to create and implement a plan for retrospective reviews of its existing regulations within specific timelines. It also formalizes recognition of the eCFR as an official legal edition and designates congressional committees to oversee the process. If enacted, the bill would increase transparency around regulations, promote more data-enabled reviews, and encourage agencies to systematically identify and address regulations that are outdated, unnecessarily burdensome, or conflicting with other rules.
