A bill to amend the Omnibus Crime Control and Safe Streets Act of 1968 to establish the Adverse Childhood Experiences Response Team grant program, and for other purposes.
This bill amends the Omnibus Crime Control and Safe Streets Act of 1968 to create a new Adverse Childhood Experiences Response Team (ACEs Response Team) Grant Program. The Attorney General, in coordination with the Secretary of Health and Human Services, would award grants to States, units of local government, Indian Tribes, and neighborhood or community-based organizations to address adverse childhood experiences stemming from exposure to trauma. Grants can fund the establishment of ACEs response teams and related activities designed to improve access to trauma-informed services, coordinate across law enforcement, mental health, and crisis services, train providers, and remove barriers to care. The program is funded at $10 million per year from fiscal years 2026 through 2029, subject to future appropriations. In short, the bill aims to formalize a cross‑agency, trauma‐informed response to ACEs by providing targeted federal funding and a structured framework for collaboration among law enforcement, health care, child welfare, education, and community organizations.
