Strength in Diversity Act of 2025
The Strength in Diversity Act of 2025 would create a federal program to support and financially back efforts to reduce racial isolation and concentrated poverty in public schools by increasing racial and socioeconomic diversity. It would provide grants to eligible entities—such as state educational agencies, local educational agencies, consortia, and certain regional or educational service entities—that have significant achievement gaps and segregation within or between districts. Grants can be planning-only, implementation-only, or both, and funds may be used for activities ranging from planning assessments and community engagement to implementing strategies like revised student assignments, boundary changes, inter-district collaboration, and transportation or housing coordination. The bill emphasizes rigorous evaluation, performance measures, and annual reporting, while also reserving small national and state activity funds for research, best practices, and program support. Importantly, the bill asserts that federal involvement would not constitute federal control of curriculum or school operations.
