Investing in Digital Skills Act

The Investing in Digital Skills Act would amend the Workforce Innovation and Opportunity Act (WIOA) to formally recognize digital literacy and digital skills as core objectives of adult education and literacy programs. It ties digital literacy to the broader goals of employment, economic self-sufficiency, and full participation in adult life, and it adopts the digital literacy definition used by the Museum and Library Services Act. The bill requires adult education initiatives to include digital technology skills and to offer digital skills activities alongside other literacy activities, including those aimed at families. In addition, it expands program language to emphasize using digital technology to solve problems and participate effectively in work, family life, and society. In short, if enacted, the bill would make digital literacy a central, official component of adult education under WIOA, guiding program design, delivery, and evaluation to ensure adults gain the digital capabilities needed in today’s economy and daily life.
