911 Community Crisis Responders Act of 2025
The 911 Community Crisis Responders Act of 2025 would authorize the Secretary of Health and Human Services, through the Assistant Secretary for Mental Health and Substance Use, to award grants to states, territories, counties and other political subdivisions, Tribal Governments, and consortia of Tribal Governments to create unarmed mobile crisis response programs. These programs would handle nonviolent emergency 911 calls by dispatching teams of unarmed professionals (not police) to respond, assess, de-escalate, and connect individuals to mental health, substance use, housing, and other social services, including transportation to immediate treatment. The bill emphasizes crisis intervention, culturally competent care, and coordination with health and social service providers, while limiting involvement by law enforcement. It would require ongoing reporting and data collection to track outcomes, costs, and program impact, and would integrate with 9-8-8 crisis services.
