Horse Transportation Safety Act of 2025
The Horse Transportation Safety Act of 2025 would prohibit the interstate transport of horses in motor vehicles that have two or more levels stacked on top of one another. In practical terms, it bans using multi-level trailers for moving horses across state lines, unless the vehicle meets criteria that avoid stacking two or more levels. The bill defines motor vehicle to cover highway-usable vehicles (excluding rail-only transport) and creates civil penalties for violations, with costs tied to the number of horses transported.
