Restoring Integrity in Democracy Resolution
The Restoring Integrity in Democracy Resolution would amend the Rules of the House of Representatives to prohibit Members, Delegates, and the Resident Commissioner from serving on the boards of directors of any for-profit entity. The change is implemented by inserting a new clause (clause 19) into Rule XXIII, and by reorganizing the surrounding clauses to accommodate the addition. The resolution, introduced by a group of Representatives and referred to the House Ethics Committee, signals an effort to reduce potential conflicts of interest by removing lawmakers’ ability to hold corporate board positions while serving in Congress. In short, if adopted, a sitting Member (including Delegates and the Resident Commissioner) could no longer serve on the boards of for-profit companies, regardless of the type of for-profit entity, while in office.
