This bill would create the Senate NATO Observer Group, a formal Senate body tasked with addressing and advising on matters related to the North Atlantic Treaty Organization (NATO). Its functions include serving as a forum for issues that cross multiple Senate committees, advising on NATO-related topics (including enlargement), and facilitating close interactions among the United States government, the Senate, NATO, and NATO member and candidate countries—especially during NATO enlargement negotiations. The group would be staffed and supported by existing Senate interparliamentary resources, with travel and administrative provisions to enable participation in relevant diplomacy and outreach. The bill sets how members are appointed, provides for co-chairs from both parties, and requires annual reporting on activities.
