Whole Milk for Healthy Kids Act of 2025
The Whole Milk for Healthy Kids Act of 2025 would amend the Richard B. Russell National School Lunch Act to explicitly allow schools participating in the National School Lunch Program to offer whole milk, alongside other fluid milk options. The bill allows both organic and non-organic whole milk (and other fat levels such as reduced-fat, low-fat, fat-free, and lactose-free), and it provides a process for substitutes for students with dietary restrictions due to disability, based on a written statement from a licensed physician, parent, or guardian. In addition, the bill adds three notable provisions: (1) milk fat in the provided fluid milk would not count as saturated fat for purposes of meeting the program’s nutrition standards, (2) the Secretary would prohibit schools from purchasing or offering milk produced by a China state-owned enterprise, and (3) the Secretary couldn’t prohibit schools from offering the milk described in the bill. The overall effect is to broaden milk choices in school meals while addressing nutrition measurement, supplier sourcing, and maintaining school flexibility.
