Rebuilding America’s Airport Infrastructure Act
Rebuilding America’s Airport Infrastructure Act would modify the passenger facility charge (PFC) program administered by the Federal Aviation Administration. The bill changes how much airports can charge travelers for capital projects by creating a new, rising cap schedule. Beginning with charges imposed on or after January 1, 2027, the maximum PFC would be $5.50 for 2027, $6.50 for 2028, $7.50 for 2029, and $8.50 from January 1, 2030 onward, with an annual adjustment for inflation after 2030. The changes are intended to give airports greater funding flexibility to support infrastructure improvements. The bill also revises internal cross-references in the statute to reflect the new structure. The sponsor is Rep. Mark Amodei (R-NV), and the bill was introduced June 5, 2025.
