Toxic Health Threat Warning Act of 2025

The Toxic Health Threat Warning Act of 2025 would require the Army Corps of Engineers (acting through the Secretary of the Army, Chief of Engineers) to test water planned for release from flood risk management structures (such as dams and levees) for cyanotoxins before releasing it. If tests show cyanotoxin levels above 8 parts per billion (ppb), the Secretary must notify the public and affected governments about the determination, the planned release, and any potential health effects before the release occurs. The aim is to improve public health protection by ensuring communities and governments know about toxin risks before water releases.
