Baby Changing on Board Act
The Baby Changing on Board Act would require Amtrak to install baby changing tables in at least one restroom in every car on certain Amtrak passenger rail trains. Specifically, the requirement applies to “covered passenger rail trains”—defined as trains that Amtrak owns and that were solicited for purchase after the act’s enactment. The restrooms must include an ADA-compliant baby changing table (including pull-out or drop-down surfaces) and signage identifying both the presence of the changing table and the restroom itself. The act defines a baby changing table as an elevated, freestanding surface intended to support a child up to 30 pounds in a horizontal position for diaper changes. The restrooms on covered trains must clearly indicate the changing table’s presence. The measure would be added as new section 24314 to Title 49, U.S. Code. Note: trains Amtrak operates but does not own are not covered, and the requirements could apply only to new purchases after enactment.
