The FAIR Act (Free Americans from Ideological Reporting Act) would codify Executive Order 14290 into statute and use that framework to end federal funding for two major public broadcasting entities—National Public Radio (NPR) and the Public Broadcasting Service (PBS)—as well as any successor organizations or licensees/permittees connected to NPR/PBS. Specifically, it prohibits all federal funding (direct or indirect) to NPR, PBS, their successor organizations, and any licensees or permittees, including through payments of dues or purchases of programming with federal dollars. The bill requires the Corporation for Public Broadcasting (CPB) to cancel existing federal funding to these organizations to the maximum extent allowed by law and to revise grant programs to prevent such funding in the future. Federal agencies would be required to identify and terminate funding to these organizations and ensure compliance with any remaining grant instruments. The bill also includes standard severability and construction provisions, clarifying that it does not create private rights of action and that it does not alter executive budgeting or other authorities. In short, the bill seeks to end federal support for NPR and PBS and to prohibit indirect funding through related grant programs, shifting away from federal support for public broadcasting.
