Clean Water SRF Parity Act of 2025

The Clean Water SRF Parity Act of 2025 would widen who can receive financial assistance under the federal/state revolving funds that support drinking water and wastewater infrastructure (the State Revolving Funds, or SRFs). Specifically, it would authorize qualified nonprofit entities to receive SRF assistance for constructing, acquiring, or upgrading treatment works (wastewater facilities) and for other related activities. It also creates a new special rule allowing privately owned treatment works (POTWs) to receive SRF assistance, with strict limits ensuring subsidies benefit customers served by the facility rather than its owners. At the same time, the bill imposes limits to prevent additional subsidization to nonprofits or POTWs under certain provisions, and it requires regulators to ensure that benefits from assistance to POTWs primarily serve the people who rely on the facility. In short, the bill aims to achieve policy parity by extending SRF access to eligible nonprofits and privately owned facilities, while preserving protections that subsidies go to customers and not to owners or shareholders.
