Firearms Congressional Notification Modernization Act
The Firearms Congressional Notification Modernization Act is a short bill that would change the thresholds at which U.S. license approvals for exporting firearms and other defense articles trigger a notification to Congress. Specifically, it would raise the financial threshold from $1,000,000 to $4,000,000. The bill makes explicit that for defense articles that are firearms controlled under Category I of the United States Munitions List (USML), the trigger remains $4,000,000 or more. In effect, the bill broadens or clarifies when Congress must be notified, generally increasing the value needed for notification and thereby reducing the number of mid-range firearm export deals that require congressional notice. The bill was introduced in the House (H.R. 3998) on June 12, 2025 by Representative Self and referred to the Committee on Foreign Affairs. It has not been enacted.
