Opportunity To Address College Hunger Act

The Opportunity To Address College Hunger Act would amend the Higher Education Act of 1965 to require colleges and universities that receive federal work-study grants to actively inform eligible students about their potential eligibility for the Supplemental Nutrition Assistance Program (SNAP). The notification, delivered electronically (e.g., by email), would explain SNAP eligibility criteria, how to apply, and where to get help, with content tailored to the student’s state. The Education Department, in consultation with the Agriculture Department, would develop the notification and provide guidance to states and institutions on identifying and communicating with students who are likely SNAP-eligible, including those in work-study and Pell Grant-eligible students. An official document confirming SNAP eligibility would also be included to demonstrate that the student is not barred from SNAP eligibility due to student status. The bill defines an “eligible student” as a student receiving work-study assistance or a student eligible for a Federal Pell Grant.
