American Flags to Honor Our Veterans Act of 2025
The American Flags to Honor Our Veterans Act of 2025 would amend Title 4 of the United States Code to explicitly permit cemetery flags to be displayed in an upright (vertical) position directly adjacent to the grave site of a deceased member of the Armed Forces or a veteran. The new provision, added as subsection (h) to Section 6, would operate “notwithstanding any other provision” in that section, meaning it would supersede conflicting rules to allow this upright display. The bill defines who counts as a member of the Armed Forces (per 10 U.S.C. §101) or a veteran (per 38 U.S.C. §101) for purposes of this allowance. In short, the bill aims to formalize and expand permissible flag displays at graves by allowing upright flags placed directly next to the grave, with the display to be secured. It is framed as a measure to honor veterans and military service members.
