Medicare and Medicaid Dental, Vision, and Hearing Benefit Act of 2025

Medicare and Medicaid Dental, Vision, and Hearing Benefit Act of 2025 would add comprehensive coverage for dental/oral health, vision, and hearing services to Medicare, and would expand federal support for these services under Medicaid. The bill defines specific dental, vision, and hearing benefits, sets payment rules that use a stepped coverage percentage over time, imposes coverage limits (such as routine care frequency), and gives the Secretary authority to impose additional limits or modify coverage based on prior authorization or USPSTF recommendations. It also revises related Medicare rules to include these new services under existing payment structures and expands Medicaid funding (FMAP) to cover the new services for eligible adults. The effective date is services furnished on or after a date six months after enactment, with a phased payment structure beginning six months after enactment.
