To amend title 4, United States Code, to permit the flag of the United States to be flown at half-staff in the event of the death of the Mayor of the District of Columbia.

This bill would narrowly change federal flag protocol by adding the Mayor of the District of Columbia to the list of officials for whom the United States flag may be flown at half-staff upon the death of that official. Specifically, it amends section 7(m) of Title 4, United States Code, to include the Mayor of DC alongside government entities and governors of states, territories, or possessions. In practical terms, when the Mayor of DC dies, the flag on federal buildings and other federally controlled facilities could be flown at half-staff, similar to how flags are flown for governors and other designated officials. The measure was introduced by Representative Norton on June 13, 2025 and referred to the Judiciary Committee.
