Stabilize Medicaid and CHIP Coverage Act
The Stabilize Medicaid and CHIP Coverage Act (H.R. 4028) would extend 12-month continuous enrollment to all individuals enrolled in Medicaid and the Children’s Health Insurance Program (CHIP), removing the current age-based and program-specific limits that applied only to children. The bill wires this change into the Social Security Act by amending sections that previously limited continuous eligibility to children, and it applies the same concept to CHIP. The effective date is phased in: the new 12-month continuous enrollment requirements would take effect on the first day of the first fiscal quarter that begins after the date that is one year after enactment. Introduced by Rep. Dingell (for herself and Rep. Pallone) on June 17, 2025, the measure aims to reduce coverage losses and stabilize access to health care for Medicaid and CHIP participants. In short, if enacted, Medicaid and CHIP would guarantee enrollees a full year of coverage continuity, even as personal circumstances or income fluctuate, starting about a year after enactment.
