Dyess CDC Addition Design Authorization Act

This bill, the Dyess CDC Addition Design Authorization Act, would require the Secretary of the Air Force to plan and design an addition to the Child Development Center (CDC) at Dyess Air Force Base in Texas. The total project cost eligible for planning, design, and eventual construction is capped at $6.5 million, with planning and design efforts limited to no more than 9% of that amount (i.e., up to $585,000). The design work must integrate with existing facility systems (fire alarms, fencing, utilities, access control) and accommodate continued occupancy during construction, creating a custom extension on both ends and redesigning related outdoor spaces such as playgrounds. Funding for these activities would come from amounts already available under the Air Force’s minor military construction authority. The bill does not itself authorize new construction funds beyond what is already available; it authorizes planning and design activities under existing authorities and funding streams.
