REUSE Act of 2025
The REUSE Act of 2025 would require the Environmental Protection Agency (EPA) to produce a publicly available report within two years that analyzes reuse and refill systems for products and beverage containers. A reuse and refill system is defined as a set of mechanisms supported by producer infrastructure and consumer retail access that enable containers and products to be recovered, inspected or repaired if needed, reissued by producers, and reused or refilled for multiple cycles. The report would assess feasibility and best practices across sectors such as food service, consumer products, cleaning and personal care items, transportation of goods, and public institutions, including colleges and universities. It would also examine how to distribute these systems equitably, potential job creation, costs and benefits for businesses and waste-management parties, and the types of local, state, and federal support needed, while identifying barriers and consulting with stakeholders and foreign programs where relevant. This is a reporting and planning measure, not a mandatory reshaping of policy or funding by itself. It signals congressional interest in advancing a circular-economy approach and could lay groundwork for future policies or programs to expand reuse and refill systems if the EPA finds them feasible and beneficial.
