PICTURES Act

The PICTURES Act would require the U.S. Director of National Intelligence (DNI) to produce a public report on the personal wealth and assets of the leadership of the Chinese Communist Party (CCP), including their immediate families. The report would focus on top officials such as full Central Committee members, the Politburo and its Standing Committee, provincial party secretaries, and members of the Central Military Commission, with priority given to the CCP General Secretary and other key leaders. It would document real estate, luxury assets, business holdings, and foreign investments or accounts, and would identify any intermediaries or proxies used to conceal wealth. The unclassified version would be posted publicly, with a possible classified annex for sensitive details. The report must be released within 180 days of enactment and within 180 days after a new CCP leadership is chosen, and would rely in part on existing ODNI findings and any nonpublic intelligence.
