Expedited Delivery Act
The Expedited Delivery Act would change how the Department of Defense (and related agencies) can use procedures other than full and open competition when buying property or services. The bill requires that, to justify bypassing competitive procedures, the agency must show via market research that the needed item provides differentiated capabilities, faster delivery, or ongoing improvements. It also broadens the dollar thresholds at which noncompetitive (or limited-competition) procurement can be used, and relaxes certain certification/justification requirements. In short, the bill is designed to speed up delivery by allowing larger and more frequent noncompetitive procurements, but it ties those approvals to market research showing specific advantages.
