District of Columbia Local Juror Non-Discrimination Act of 2025
This bill, the District of Columbia Local Juror Non-Discrimination Act of 2025, would prohibit excluding individuals from serving on District of Columbia juries based on sexual orientation or gender identity. It expands the legal concept of “sex” used in the DC code to include gender identity, sexual orientation, pregnancy and related conditions, sex characteristics (including intersex traits), and even the sex of people with whom an individual is associated. It also covers perceptions or beliefs about a person’s sex, even if those perceptions are mistaken. The bill applies these definitions to jury selection procedures, ensuring that voir dire and related processes cannot discriminate on these grounds and clarifying that discrimination claims can be pursued under the updated provisions. The changes are limited to DC’s local code and do not alter other remedies available to plaintiffs.
