Frederick Douglass Trafficking Victims Prevention and Protection Reauthorization Act of 2025
The Frederick Douglass Trafficking Victims Prevention and Protection Reauthorization Act of 2025 (H.R. 4113) is a bill to reauthorize and update the Trafficking Victims Protection Act (TVPA) of 2000. It extends funding and programs through fiscal years 2025–2029, strengthens how the United States identifies and responds to trafficking risks in foreign countries, and tightens how foreign aid is used in a way that emphasizes anti-trafficking goals. Key changes include extending and increasing authorizations for TVPA-related programs, revamping how countries are classified for scrutiny (renaming and tightening the Tier 2 category), expanding counter-trafficking requirements in U.S. development policy, clarifying what counts as nonhumanitarian, nontrade-related foreign assistance, adding trafficking in organ harvesting to reporting requirements, and boosting transparency (including a hard-copy TIP report). The bill also clarifies reporting lines within the State Department and updates several conforming provisions across related laws. Sponsor and status show it was introduced in the House on June 24, 2025 (by Mr. Smith of New Jersey, with Mr. Mfume and Ms. Salazar) and referred to the Foreign Affairs Committee.
