Designate CAIR as a Terrorist Organization Act
This bill, titled the Designate CAIR as a Terrorist Organization Act, would not itself designate CAIR as a Foreign Terrorist Organization (FTO) immediately. Instead, it directs the Secretary of State, in coordination with the Attorney General and the Treasury, to conduct a formal interagency review to determine whether CAIR meets the criteria for designation as an FTO under the Immigration and Nationality Act (INA) section 219. The Secretary would then submit a report to Congress within 90 days outlining the review findings and stating whether CAIR would be designated as an FTO (or, if not designated, summarizing the findings that led to that conclusion). The bill frames CAIR with a long list of allegations and past associations intended to justify the review, but the designation would depend on the formal review and Congress’ receipt of the agency report. In short, the bill creates a process to evaluate CAIR for possible FTO designation, rather than imposing an immediate designation. If CAIR were designated, it could trigger U.S. sanctions and related consequences under the FTO designation framework.
