Polisario Front Terrorist Designation Act
H.R. 4119, the Polisario Front Terrorist Designation Act, would impose U.S. sanctions on the Polisario Front (PF), a Sahrawi separatist group active in Western Sahara and parts of Algeria. The bill lays out findings about PF’s alleged ties to Iran and various terrorist and militant groups, and it directs the executive branch to determine whether PF should be designated as a Foreign Terrorist Organization (FTO) and whether sanctions should be imposed under multiple authorities (Global Magnitsky Act and Executive Order 13224). It also requires a formal U.S. government report on PF’s leadership, operations, and international connections, and it provides a waiver mechanism if PF engages in good-faith negotiations toward an autonomy plan for Western Sahara proposed by Morocco. The bill would be implemented through a combination of State Department determinations and Treasury sanctions, with the possibility of a waiving President if negotiations progress.
