Providing for consideration of the bill (H.R. 3944) making appropriations for military construction, the Department of Veterans Affairs, and related agencies for the fiscal year ending September 30, 2026, and for other purposes; providing for consideration of the bill (H.R. 275) to require the Secretary of Homeland Security to publish on a monthly basis the number of special interest aliens encountered attempting to unlawfully enter the United States, and for other purposes; providing for consideration of the bill (H.R. 875) to amend the Immigration and Nationality Act to provide that aliens who have been convicted of or who have committed an offense for driving while intoxicated or impaired are inadmissible and deportable; and providing for consideration of the resolution (H. Res. 516) condemning the violent June 2025 riots in Los Angeles, California.
This document is a House Rules resolution (H. Res. 530) introduced June 23, 2025. It does not enact policy itself but sets how the House will consider four separate items on the floor: (1) H.R. 3944, the FY 2026 appropriations bill for military construction, the Department of Veterans Affairs, and related agencies; (2) H.R. 275, a bill requiring the Secretary of Homeland Security to publish monthly counts of special interest aliens encountered attempting to unlawfully enter the United States; (3) H.R. 875, a bill amending the Immigration and Nationality Act to make aliens convicted of or who commit driving while intoxicated/impaired offenses inadmissible and deportable; and (4) H. Res. 516, a resolution condemning the violent June 2025 riots in Los Angeles, California. The resolution establishes the floor procedures, debate time, amendment rules, and sequencing for considering these measures, and waives certain points of order to expedite consideration. In short, this is a procedural tool to move these four items through the House with limited debate and tightly controlled amendments.
