Flood Resiliency and Land Stewardship Act
The Flood Resiliency and Land Stewardship Act introduces a targeted change to the Regional Conservation Partnership Program (RCPP) by adding flood prevention, mitigation, and expanded flood resiliency as one of its core purposes. The bill amends the Food Security Act of 1985 to explicitly authorize RCPP projects to address flooding and drought on a regional or watershed scale, alongside existing goals such as soil conservation, water protection, and wildlife and agricultural land conservation. In short, it directs federal conservation dollars to more actively support flood risk reduction and climate resilience in land stewardship efforts. As introduced, the bill does not create new funding or alter how funds are allocated; it simply broadens the statutory purposes of RCPP to explicitly include flood resiliency and related water management goals. It was introduced in the House (June 25, 2025) by Rep. Hinson (with Rep. Sorensen) and referred to the Committee on Agriculture. The change is a policy expansion intended to guide how regional partnerships design and implement conservation projects.
