FIT Procurement Act

The FIT Procurement Act seeks to modernize and speed Federal technology procurement by strengthening the procurement workforce, expanding training for handling information and communications technology (ICT), increasing procurement flexibility, and promoting competition—especially for small businesses. Core ideas include (1) upgrading the training and experiential learning available to acquisition professionals, with a focus on ICT and cross-functional team skills; (2) raising thresholds for simpler, faster purchasing and enabling more use of cloud or other ICT subscriptions; (3) guiding agencies on how to use past performance (including non-government references) and other methods to broaden competition; (4) reducing barriers to small business participation through council-driven reforms and public input; and (5) updating conflict-of-interest guidance and assessing small-business participation, all without authorizing new funding. In short, the bill aims to make ICT procurements faster and more competitive, while building a more capable and versatile acquisition workforce and improving oversight of small-business participation. It does not authorize additional funding for these changes.
