Space Commerce Advisory Committee Act

The Space Commerce Advisory Committee Act would create a new Commercial Space Activity Advisory Committee within the Department of Commerce (via the Office of Space Commerce). The committee would have 15 members from non-federal sectors with expertise in space policy, engineering, science, law, and finance to advise the Secretary of Commerce and Congress on the status and development of nongovernmental commercial space activities. It would focus on facilitating a robust U.S. commercial space sector, identifying challenges related to international obligations, export controls, interference, and radio frequency spectrum, and reviewing best practices to prevent contamination of celestial bodies and adverse Earth-wide environmental effects. The committee would operate for 10 years, with four-year terms for members and a cooling-off period before reappointment.
