The definition of smoking covers traditional tobacco use (cigarettes, cigars, pipes, etc.) and electronic nicotine delivery systems (ENDS) like e-cigarettes and vape pens. The bill applies to veterans, patients, residents, employees, contractors, and visitors, with no exemptions specified. It also includes a clerical change to update the table of sections and repeals a note from the Veterans Health Care Act of 1992 (Section 526). The overall aim is to create a strictly smoke-free environment at all VHA facilities.
