Protect Honduran Democracy Act

The Protect Honduran Democracy Act would direct the U.S. Secretary of State to create a strategy for monitoring Honduras’s general elections on November 30, 2025. The plan would emphasize oversight by credible international bodies (e.g., OAS, EU, UN) and experienced civil society observers, support efforts to prevent harassment of candidates, misuse of state resources, violence, and suppression of freedom of speech or fair vote transmission. The bill authorizes the U.S. to provide grant-based assistance to NGOs for election monitoring and to impose sanctions on foreign individuals implicated in unduly interfering with the electoral process. It also encourages Honduran migrants in the United States to participate in voting and calls for multilateral coordination with other countries. A funding authorization of $1 million per year for 2026 and 2027 is included. In short, the bill aims to promote free, fair, and transparent elections in Honduras through monitoring, targeted sanctions, and international cooperation, while providing limited U.S. financial support to civil society groups and outreach to the Honduran diaspora.
