SHADE Act
The SHADE Act would create a federally funded grant program under the Department of Housing and Urban Development (HUD), in coordination with the U.S. Department of Agriculture (USDA) Forest Service, to plant and maintain qualifying trees in targeted areas. Eligible recipients—states, territories, tribal agencies, local governments, Indian Tribes, or nonprofits working with these entities—could apply for grants to plant trees in “eligible areas,” defined as redlined areas or intra-urban heat island areas. The program requires applicants to include a 5-year timeline and budget, plus a public participation plan to involve local residents and nonprofits in decision-making and to gather community support. Grants would cover planning, tree purchase, site preparation, planting, up to five years of maintenance, training, and related costs. A total of $50 million is authorized to be appropriated yearly from 2026 through 2036, with funding decisions prioritizing housing policies that minimize displacement. The act also defines key terms and sets criteria to ensure trees are non-invasive and appropriate for the local environment.
