Ruthie and Connie LGBTQI Elder Americans Act of 2025
H.R. 4151, the Ruthie and Connie LGBTQI Elder Americans Act of 2025, would amend the Older Americans Act of 1965 to ensure equal treatment and targeted support for LGBTQI older adults and individuals living with HIV. Key changes include new definitions (LGBTQI and HIV, plus expanding the category of “minority” to include LGBTQI individuals); creation of an Office of LGBTQI Inclusion within the Administration on Aging (Aging) with a Director and an Assistant Director to coordinate nationwide efforts, raise awareness, collect data, and oversee grants; and the establishment of a National Resource Center on LGBTQI Aging to provide information and technical assistance to aging services organizations. The bill also expands grant eligibility to include LGBTQI-serving organizations, broadens activities to address health disparities and long-term care, and requires enhanced data collection on discrimination against LGBTQI older adults, particularly in long-term care settings. Overall, the bill aims to improve access to aging services, advance culturally competent care, and build a more inclusive federal framework for LGBTQI older Americans.
